TERG Thematic Evaluation of Strategic Initiatives

In consortium with Health Management Support Team (HMST) and tapping into the regional resources of the Réseau Accès aux Médicaments Essentiels (RAME), Euro Health Group conducted a thematic evaluation of the Global Fund's Strategic Initiatives (SIs). The review looked at how the Strategic Initiatives work institutionally within the Global Fund, who was responsible for operationalizing them (selection, design and implementation arrangements) and how the Global Fund and implementing partners applied the Strategic Initiatives at country level. We explored how the  Strategic Initiatives implementation affected working with in-country stakeholders to determine the value added including their catalytic effects. The specific objectives of the review were the following:
1. Assess whether SI's have achieved intended objectives and the extent to which they had been catalytic;
2. Review how and on what basis areas for Strategic Initiatives were selected and if they had been sufficiently prioritized; and
3. Review Strategic Initiatives implementation arrangements and how performance was monitored to identify key contributing factors that made Strategic Initiatives more successful.

The evaluation used document review, expert consultations, case studies and country level analyses, and was conducted between March 2021 and August 2021. The final report can be found here.
