Mid-term evaluation (MTE) of Gavi's 2021 - 2025 Strategy

The purpose of the mid-term evaluation is mainly to inform the development of Gavi's Strategy 6.0 (2026 - 2030), as well as support course-correction in the 2021-2025 strategy. The purpose of the MTE is primarily to support learning, rather than meeting accountability needs. The primary audiences for the evaluation are the Gavi Board, Gavi Secretariat, Alliance partners and countries.

A seven-member evaluation team will carry out the 1½ year long evaluation, which has both a summative and a formative component. The main objectives of the evaluation are to:

• Evaluate the status of implementation of Gavi’s fifth strategy by end 2023 and identify the drivers and barriers that explain that status.
• Assess the extent to which implementation of the strategy on its current trajectory will plausibly result in achievement of the prioritized strategic goals (SGs) and strategic objectives (SOs) and identify areas for course correction.
• Generate a series of findings, conclusions, lessons learned and recommendations that can inform development of Gavi 6.0 (2026-2030).
