Strengthening Kyrgyz health care management system

As part of its support to the implementation of the Ministry of Health's vision for effective health management in Kyrgyzstan (Health Facility Autonomy (HFA) Phase II Project), EHG, in cooperation with the Centre School of Public Health (Faculty of Medicine,University of Belgrade), organised a six-day study tour to Serbia in June 2023.Twelve participants from the Kyrgyz Republic, including representatives from the Ministry of Health, the Centre for Health System Development and Medical Technologies (CHSD&MT), the Kyrgyz State Medical Institute for Retraining and Continuous Education (KSMIRCE), and the HFA project team, took part in the study tour.

The programme has been designed to ensure that getting to know the Serbian health system and its specific characteristics, agencies and practices is a learning experience that will be beneficial for innovations and advanced initiatives to strengthen health management in the Kyrgyz Republic. The programme included training and workshops at the Institute of Social Medicine, Faculty of Medicine, University of Belgrade, visits to the National Institute of Public Health "Batut", the Regional Institute of Public Health Sabac (Macva), and visit to the Primary Health Care Facility "Dom Zdravlja".

The participants also learned about the history and current state of the Serbian health system which has similarities with that of the Kyrgyz Republic, learned in more detail about advanced hospital management practices, modern technology-based business processes (organisation of triage functions, patient flows, workplace design and duty assignments) within the tertiary level health facility in Belgrade – Clinical Center of Serbia, and the role of leadership in change management. 

Another interesting highlight of the study tour was the visit to the Museum of Medical History of Serbia, where the guests from Kyrgyzstan were acquainted with the great leaders in Serbian medicine and the management of Serbian health organisations throughout history. 

Last but not least, our guests from Kyrgyzstan had time to learn more about Belgrade and its history in an interesting and informative tour of the city.
