Evaluation of Gavi’s initial response to COVID-19

Euro Health Group finalised the evaluation of Gavi's initial response to COVID-19, which was both summative - looking at Gavi’s initial response to COVID-19 under Respond and Protect (R&P) and formative - focusing on the design and roll out of Maintain, Restore and Strengthen (MR&S) in nature. The main objectives of the evaluation were:

• To assess the design, implementation process, efficiency and effectiveness of R&P.

• To assess the design, implementation process, efficiency and effectiveness of MR&S in terms of maintaining, restoring, and strengthening immunization services at country level.

• To describe the main successes, challenges and lessons learned from R&P and MR&S.

• To assess how effectively countries executed the flexibilities funds and how Gavi mitigated risk.

The overall approach to the evaluation was theory-based, built on developing and testing of a detailed Theory of Change to provide an analytical framework for understanding and testing the programme theory, which links Gavi’s COVID-19 interventions to the broader objectives and goals as outlined in the Gavi 5.0 strategy. Our theory-based evaluation, grounded in contribution analysis, also entailed a process evaluation to look in detail at the implementation of the interventions.
